Improve Flood Warning and Information Dissemination

Implementation

  • Partner with the National Weather Service to deliver robust multi-lingual education and outreach materials accessible across multiple media forms (e.g., radio, text messaging) to publicize information regarding potential day-to-day flood risk, how to sign up for the Sacramento Alert Emergency Notification System, emergency supplies, pet protection, key terminology, electrical safety, and evacuation routes in the case of flooding.

  • Invest resources and personnel to regularly update the Sacramento Ready webpage to include current information.

Benefits: Improving Sacramento County’s outreach and educational programs to be more accessible to non-English-speaking persons, residents living within floodplains, and disadvantaged communities would provide Sacramento County residents with real-time information of flood danger, as well as useful resources regarding steps to protect against human and property damage.

Status of Implementation

The Sacramento County Office of Emergency Services (SacOES) is working with County and City partners to map evacuation zones and routes.  These maps are available in an intera​ctive web-based map, in an accessible version online, and as downloadable .pdf versions in multiple languages.  Included for each county evacuation zone are livestock evacuation maps which identify hazard areas along evacuation routes as well as potential livestock staging areas.  SacOES also has a multi-media campaign underway to educate residents about the maps, how to sign up to receive alerts, what the hi-lo siren means, and general disaster preparedness.

​Additionally, Sacramento County is an on-going partner with the National Weather Service as the County's Operational Area coordinator for emergency response and as one of many Weather-Rea​dy Nation ​Ambassadors working with the National Weather Service to improve the nation's readiness, responsiveness, and overall resilience against extreme weather, water, and climate events. 

SacOES is also beta testing the Flood Operations Decision Support System (FODSS) which is an information sharing and common operating picture platform comprised of a Field Data Collector, a Data Integrator, and a Decision Support System Dashboard complete with GIS data, maps, flood control information, hydrology data, and resource information intended to capture and provide flood incident situational awareness, operational capabilities and flood fight material and resource logistical management. In addition to GIS Data, FODSS contains hydrologic and hydraulic model information from the California State Department of Water Resources, the City and County of Sacramento and other Sacramento-San Joaquin Delta region jurisdictions.

The FODSS was initially developed using state grants specific to flood readiness and response and SacOES is actively seeking funding to enhance the product, expand the areas it covers, ensure its maintenance, and host it locally on Sacramento County's servers instead of the developer's.  Research is ongoing into the costs of those enhancement and development actions. Additionally, the County seeks to grow its use regionally, so it becomes a collaborative tool used before and during flooding disasters. ​
