Determine Feasibility of Employee Shuttle System 

Measure

The County will conduct a study of travel patterns by County employees to determine the feasibility of a shuttle system that would bring employees from major transit stations to County offices. The County may collaborate with other major employers in the region to promote ridership.​

​Status of Implementation

Discussions are occurring in the County regarding many of the Employee Commute (EC) measures.  Some of these measures may be best addressed by utilization of an outside, regional service such as a Transportation Management Association (TMA) where resources and responses to demand management can be pooled among the area's major employers.  The County has contacted both the 50 C​orridor TMA and the Sacramento TMA about expanding County membership and services.  Additionally, these two TMAs are in the process of merging into one organization.  The County is also having internal discussions regarding the best department to manage the employee commute.

The creation of a study and/or the provision of an employee shuttle service may be best served using a TMA model so that the resources of employers in a regional work hub such as the Downtown or Bradshaw Road area can be merged to achieve economies of scale with the ultimate service provided by the TMA.

The County held off surveying for baseline employee commute patterns during COVID and during development of the post-COVID work from home policy which was approved in June 2023.  The post-COVID policy provides that County employees may work from home two day a week when feasible.  

Now that the post-COVID work pattern has mostly stabilized, the County intends to conduct an employee commute survey in 2024 to assess the gamut of employee commute issues including but not limited to shuttle service, transit subsidy, bicycle and carpool support, and current and future EV charging demand.
